Interesting idea, similar with POC Proof Of Climate ($POC Proof Of Climate) concept. It would be very helpful to have this in synthetic version, no need to create a dapp to manage the risks. I hope you succeed to build it then The POC would use the sTEMP and sRAIN as the reference for the POC dapp
